Disability councils can help municipalities establish dignified and accessible changing facilities for young people and adults.

An accessible toilet is not always enough

Many people need a changing facility with a large adult-sized bench, lifting equipment and room for one or more assistants. Without it, they may be changed on the floor, have to leave early or be unable to take part.

What defines a Changing Places toilet?

Adult-sized changing bench

A large, preferably height-adjustable bench for young people and adults.

Lifting equipment

A ceiling hoist or another documented solution for safe transfers.

Space for assistance

Enough room for the user, a large wheelchair and one or more assistants.

Reliable operation

Clear information about access, opening hours, cleaning, inspection and contact.

Why should the council act?

The council can make the need visible, ask for the municipality’s plans and help ensure that new buildings and public places are accessible to more people. This is not only about toilets; it is about the right to participate in culture, sport, public life and the local community.

Proposed resolution

The council for persons with disabilities asks the chief municipal executive to map the municipality’s existing accessible toilets and changing facilities for young people and adults. The review should describe location, size, equipment, access, opening hours and operational responsibility. The council further asks the municipality to assess where one or more Changing Places toilets should be established and to include the need in relevant plans, new buildings and major refurbishment projects.
